Analysis of Government Development Financing between Sukuk and Bonds

Abstract
This study aims to examine the performance of government development financing sukuk/SBSN compared with bonds/SUN period 2014-2017. The method used is descriptive quantitative with secondary data. The data obtained were analyzed and concluded based on a predetermined framework. The results of the analysis based on the method of efficiency ratio, Data Envelopment Analysis (DEA) and Value at Risk (VaR) shown that SUN have a high efficiency and high risk, while SBSN have a low efficiency and low risk. Based on the analysis of the Efficient Portfolio Frontier shown that an efficient portfolio exist at risk level to 0.14% and profit rate up to 369.31% exist in the proportion of 60% SBSN financing and 40% SUN financing proportion, it means that the Sukuk financing portfolio was better rather than Bonds financing portfolio.

Abstract
Supply chains approaches can be used to solve cayenne pepper-s problems such as unpredictable supply, price fluctuations, uncertainty in production, extreme weather, distribution channels, and price stabilization. Supply chain-s success can be seen from the level of performance. Performance measurement is needed as an approach in order to optimize supply chain networks. The research aims to examine the structure and performance of cayenne pepper supply chain. The study was conducted in Gorontalo and was using survey methods. Data analysis was using descriptive and marketing efficiency analysis. The results showed 1) The structure of the cayenne pepper supply chain in Gorontalo Province consists of seven distribution channels. Sale of cayenne pepper by farmers through collectors (40 percent), wholesalers (26.67 percent), market traiders (10 percent), and retailers (23.33 percent). The primary members of the cayenne supply chain consist of farmers, collectors, wholesalers, out-of-town traders, market traders, retailers, consumers and agroindustries. The secondary members are farm shops, banks, transportation service providers, the Agriculture Service and information media. 2) The most efficient distribution channel is channel six because the smallest marketing efficiency value is 3.17 percent. The cayenne pepper-s market in Gorontalo runs inefficient because it has a price transmission elasticity value of 1.11 (Et> 1). It means the rate of change in prices at the consumer level is greater than the rate of change in prices at the farmers level.

Abstract
Development of dairy cows outside Java is an alternative effort to increase population and national milk production. Production produced by dairy cows in the form of milk production, livestock production and production of livestock waste into biogas and fertilizer. The presence of a dairy farming business starting from input, process, and output has formed different modes of production. This study aims to analyze the coexistence of dairy farming modes of production that support utilization in producing biogas as a renewable energy source. The location of the study was conducted in Enrekang Regency from April 2018 to May 2019. Data collection through observation, in-depth interviews, documentation, and triangulation then the data were analyzed qualitatively. The results show that dairy farming can coexist with Dangke production and derivative products, the business of selling calves and unproductive cattle as well as farm waste processing business in the form of biogas both controlled by subsistence, commercial and pre-capitalist modes of production without mutually deadly. This shows that the capitalists who grew up in the dairy farming business in Java are different in Enrekang Regency.

Abstract
The challenge for the success of small and medium enterprises in Indonesia is increasing competition that demands adaptation to environmental changes. SMEs fish processing for boneless frozen milkfish in Pinrang Regency has a production capacity of 150 tons per year, potentially producing solid, liquid or gas waste. The purpose of this research is to analyze the potential of SMEs fish processing waste and its utilization in supporting the sustainability of production. The study was conducted in Pinrang Regency from December 2018 to April 2019 with a qualitative descriptive approach. Data collection through field observation, interviews, and documentation. The results showed that the potential of waste produced by 20-30 percent was used as food, feed and fertilizer products. The diversification of the main products into "fish meatballs" and "fish crackers" increases competitiveness and reduction of solid waste. Solid waste is also used to produce by-products in the form of "shredded milkfish" and "fishbone sticks". SMEs fish processing has dynamically applied the concept of clean production in handling and utilizing waste. Waste management has reduced the impact on the SMEs fish processing environment. The implementation of clean production has increased production capacity, product diversification, guaranteed product quality, customer satisfaction, and the welfare of owners and workers. The strategy for handling and managing waste has optimized added value and supports the improvement of competitiveness and sustainability of production.

Abstract
The Tamangapa landfill Makassar has electrical power generation potential based on methane gas. In 2027, it can be generate 27.35 MW of electrical power. The engineering economic analysis has been done to search some enegineering economic parameters of waste power plant planned construction.The project had a net present value (NPV) parameter of IDR 745,870,422. The internal rate of return (IRR) was 10%. The benefit cost ratio (BCR) was 4.32. The payback period (PP) was 8.9 years. Based on these parameters, the waste power plant at Tamangapa landfill was declared feasible.

Abstract
This study aims to determine and analyze the flexural behavior of the double straight notch joint beam column exterior due to lateral cyclic load. There are 3(three) scale test of specimens, BK monolith, SBK type1 and SBK type2. The joint model used the method of mechanical connection and grouting. A load with alternating lateral assumed as cyclic loads. Tested and analysis used by the displacement control method with the standard of the European Convention for Constructional Steelwork (ECCS) 1986. The results showed that the stability of SBK type1 and type2 specimens in terms of the characteristics of the hysteresis loop curve had a similar curve with BK monolith. The greatest displacement in compressive condition occurs in SBK type 2 while for drag condition occurs on monolithic BK. From the results of the study, It is also known that lateral loads are directly proportional to displacement, where the higher borne of the lateral load that will be more bigger of displacement and vice versa. The displacement ductility that occurs are the partial ductility. Based on the results of studies behaviors type 2 SBK has more advantage than type 1 SBK, So the analysis results of SBK type 2 more validation for monolith BK.

Abstract
The dairy cattle business in Enrekang Regency not only produces the main products of fresh milk which are processed into Dangke (typical food of Enrekang Regency) but also are able to produce by-products in the form of alternative energy. The purpose of this study is to analyze the potential of renewable energy with the use of biogas on peoples dairy farms. The study was conducted in Cendana District, Enrekang Regency in May 2018 to April 2019. Data were collected by observation, interviews, and documentation with dairy farmers using purposive sampling method and analyzed using quantitative descriptive. The results show that feces production potential over the past two years from 804 dairy cows can produce 20.100 kg. Thus, the biogas produced is 1,608 m3/day, considering that one cow can produce biogas at 2 m3/day and 1 m3 of biogas can be used equivalent to 0.62 liters of kerosene and 0.46 liters of LPG gas. Besides that, the potential of biogas energy can meet the cooking needs of one family (4-5 people) for 536 hours or 22 days, considering that the energy contained in one m3 biogas is 2,000-4,000 Kcal or equivalent to 3 hours. Biogas technology has provided many benefits including improving the health of the farmers family, used to process cows milk into Dangke and save on purchasing LPG gas so that it can provide additional income for farmers, even though the resulting value is not large enough, but with a reduction in costs households issued each month.

Abstract
Abstract The low quality of youth resources, the lack of optimal coordination between youth organizations and youth empowerment in Soppeng District so that researchers are interested in conducting more in-depth studies. This study aims to analyze strengths, weaknesses, opportunities, and threats in the implementation of youth empowerment programs and formulate strategies for implementing the Soppeng District Youth and Sports Service Youth Empowerment Program. This study uses the SWOT-AHP method with the descriptive translation then tabulated so as to give birth to a choice of strategies that are a priority or more important. The results of the study found that the strength (S), weakness (W), opportunity (O) and threat (T) groups in the four groups were higher (S) with a value of 0.4958 compared to weaknesses, opportunities, and threats, for threats with the lowest value is 0.0719. The global priority of 16 statements from each strength (S), weakness (W), opportunity (O) and threat (T), the highest value is a 0.5300 statement of weakness (W1) while the lowest value is a threat (T4) 0.0609. The priority groups that are the focus of strengthening the Soppeng District Dispora include the highest value SWOT group (Strengths, Weaknesses, Opportunities, and Threats) while the factors that have the highest common values are (Weakness, Opportunity, Threat and Strength). The implementation of the youth empowerment program strategy in Soppeng Regency run by Dispora is inseparable from the influence of various aspects, both from strength and weakness (internal) and Opportunities and Threats (external). But the choice of the right strategy for Dispora or things that need to be strengthened from the four strategies ST1, ST2, ST3 and ST4, namely ST1 (S-O). Awaken young people about the importance of empowerment can be carried out through seminars and provide training on the importance of empowerment, but the youth as objects and subjects must be aware of themselves that the future will be a legacy for them as a youth, especially youth in Soppeng Regency.

Abstract
The institutional sustainability of SMEs is determined by the ability of institutions to build an input-process-output relationship and the contingency power of the environment. The purpose of this study is to analyze the relationship between institutional sustainability and the sustainability of production. Data collection was carried out by field observations, in-depth interviews and documentation and data were analyzed using a case descriptive technique. The results of the study show that SMEs of fish processing unit that can operate sustainably is only 38 percent. Institutional Sustainability of SMEs of fish processing unit can be seen from its ability to provide input systems with continuous in quality and quantity; carry out the production process in accordance with the principles of GMP and SSOP dynamically and continuously; the ability to build a product marketing system through extensive network and marketing cooperation; and maintain contingency with the mandate environment; both suppliers, customers and competitors. The contingency power with the political and economic environment supporting the institutional sustainability of SMEs.

Abstract
Abstract. Sago Technopark Palopo is an area designed as a center of activities that combines entertainment, education, and research. Collaboratively managed by 3 elements, namely academics, businessmen and the government to anticipate the decrease in production and extinction of sago plants. This study aims to analyze the implementation and prospects for the development of Sago Technopark Palopo to increase production and prevent the extinction of sago plants in Luwu Land. The study was conducted in January-June 2019 in Palopo City. The research method used is the Lewin-Kemmis model action research method which focuses on improving the process and improving the results of activities, starting from the initial idea, investigating the plan of activities, implementation, evaluation, and follow-up plans. The results showed that the implementation of Sago Technopark Palopo had only reached 46% (only implemented on an area of 4.6 ha of the 10 ha planned). The progress of the sago technopark is very good by carrying out: simplifying regulations on regional procurement; prioritizing the improvement of regional facilities and infrastructure; do institutional strengthening; establish and increase the involvement of farmers businessmen and research institutions.

Abstract
ABSTRACT The entrepreneuship skill education program is a program of the non-formal education carried out by PKBM to provide knowledge, skills and entrepreneurship attitudes for residents based on the potential resources and business field needs in the citizens. The research is aimed to: (1) analyze the factors that influencing the development of the entrepreneuship skill education program (2) formulate the development strategy of the coastal area potential based the entrepreneuship skill education program. The research used the qualitative descriptive method and it was conducted in four districts with the coastal areas characteristics at North Luwu Regency namely: Malangke District, West Malangke District, Bone-Bone District and Tana Lili District. Data were collected using the documentary, questionnaire, and in-depth interview. The data were analyzed using the descriptive, principal component, and SWOT analyses. The research results indicated that: (1) influencing significantly in the development of the entrepreneuship skill education program at North Luwu Regency are: (1) natural resource potential (2) business field needs (3) partnership cooperation (4) institutional assistance in business pioneering ( 5) skills-based curriculum development based on work and business needs; (6) education level (qualifications) and tutor competence (7) access (distance) to PKBM (8) motivation and mindset of learning citizens (9) permanent work of learning residents, and (10) health conditions of learning residents. The development strategies of the entrepreneuship skill education program are the aggressive strategies through; (1) the development policies of the entrepreneuship skill education program based on regional potential and business opportunities (2) the standardized skill-based curriculum compilation based on competence and commodity types (3) the accompaniment policies of the entrepreneuship skill education program (4) the cooperation development with related stakeholders to carry out the improvement of the tutors competence based on regional potential and business opportunities, and (5) the program partnership establishment between IKM/DUDI and PKBM institutions in an effort to ensure the labour availability and absorption.

Abstract
Abstract Residents of Majene Regency especially young peoples today like to acces information sites on internet so digital media literacy skills was needed among the young peoples. The research aimed (1) to review and discribe digital media literacy-s level in the Majene Regency and (2) to review and discribe the relationship digital media literacy level and hierarchy regional development of Majene Regency. The research was classified as explanatory research with quantitative approach. Determination of samples by probability sampling. Data were collected with qestionnaire and document study method. The data were then analysed using the scoring method with Likert-s scale and scalogram analysis with Gutmann-s scale. The research result indicated that in general digital media literacy-s level young in the Majene Regency was classified as moderate, the capacity of their technical skills were categorized as high, their crtical understanding capacity as well as their communicativie abilities were categorized as moderate. The correlation between the development of Majene Regency area the literacy level of the youth had siginificant correlation. The regions which had a higher hierarchy in digital media literacy of the youth would be categorized as high, while the regions which had lower hierarchy in digital media literacy would be categorized as low.

Abstract
Abstract This paper is motivated by the condition of the regime which tends to use the press as an instrument to perpetuate power so as to reduce the oversight function by mass media. This study aimed to determine 1) the role of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, 2) the opportunities and challenges of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, and 3) the implication of young journalists on the performance of legislators at South Sulawesi Provincial Parliament. This research is qualitative which is described in descriptive form. The research was conducted at the South Sulawesi Provincial Parliament Office. Data collection used interview method by involving 20 key informants. The data analysis technique used was an interactive analysis method. The results of the study show that in general the role of young journalists is very important, especially in the aspect of overseeing the attendance of legislators in meetings, activeness and productivity of legislators, the quality of the law produced, and the quality of the legislators- oversight function with their partners. The opportunity for young journalists to oversee the performance of legislators is the openness of legislators in carrying out work activities as members of the board. The challenge is that there are still individuals who often intervene and tend to dislike the character of young journalists who are too critical in digging up the existence of information. The implications of the existence of young journalists are generally positive, including legislators who are more diligent in attending meetings and more actively conveying the progress of their performance to the public through mass media.

Abstract
Abstract The urgency of gender responsive development planning in the implementation of village legislation is needed to facilitate the results of development that can be carried out by both men and women. The aim of this research is to determine the efforts to increase gender mainstreaming in village development planning for the implementation of Number 6 Year 2014 concerning with Villages. This research was an evaluative descriptive study conducted in Uluere District, Bantaeng Regency. In the method used was sequential mixed method including secondary data, i.e. the identification of data and the review of document relevant to the research and primary data, i.e. the data collected through focus group discussion and questionnaire with Likert Scale. The sample was selected purposively from six villages. The data were analyzed by transforming qualitative data into quantitative data using basic internal measurements. The results of the research indicate that the implementation of Law Number 6 Year 2014 concerning with Villages in gender responsive development planning in Uluere District, Bantaeng Regency has not been fully integrated properly. This is indicated by gender responsive indicators which are still in moderate category. The contents of the village RPJM documents do not fully represent the integration of gender issues. The representation of women in the village in village government organizational structure and village community organizations is still in low category. The availability of human resources that understand gender and mainstreaming and regulations/policies in the village level are still relatively moderate even though budget support has been in high category. In such a condition, full commitment from village government is needed in ensuring gender responsive development planning in the village level through continuous and gradual capacity building, information dissemination, social media and innovative in developing a policy program in accordance with village authority at the local scale as well as building cooperation with various parties related to gender responsive development planning.

Abstract
The silk business is demanded to be more aggressive in the entrepreneurship activities of silk development. This study aims to determine the growth of the silk business, to analyse the business development that has been applied by silk weavers, and to discover the proper model of silk business development by silk weavers. The population was 544 silk weavers who carry out the silk business. The sample consisted of 235 subjects and determined by the Slovin Formula. The data analysis derived from SAM AMOS method. The result showed that positive and significant leverage on the expansion of silk business towards the development model and the evaluation of the silk business; positive and significant impact on the assessment of weaver-s silk business towards the development of silk business. Otherwise, there is an indirect impact on the development of the silk business through positive and significant evaluation at the growth of silk business to the development model of the silk business. However, business development must be constantly encouraged to create marketing orientation, customer relations, consumer decisions, and market control. Therefore, by business development evaluation, it would be a conveniently generate or fabricate any integrated business development model.

Abstract
The purpose of this study is to examine the role of government in the implementation of regional autonomy, especially in the border regions of North Sulawesi Province. This research was conducted using a survey method in the border areas in North Sulawesi Province, namely the Sangihe Islands, Talaud, Siau Tagulandang and Biaro, then comparing it with Manado City which is the Provincial Capital. The data are then analyzed descriptively about the development of the value of the human development index, and government policies. The results showed that local governments play a role in development as evidenced by the value of the Human Development Index which increased from 2010-2018. Although the HDI value of Manado City is higher than the border area, in general regional development has been carried out and the government has implemented regional autonomy.

Abstract
Abstract Todays leadership style has begun to shift from traditional leadership that is authoritarian in leadership style that is more flexible in democracy but cannot be returned to discipline in its leadership, the leadership style needed is youth leadership style. This study was designed to look at and map the patterns of youth styles at McDonalds and Wong Solo and then sort out the strengths and weaknesses of each of the leadership styles applied at McDonlds and Wong Solo. This research was carried out in two different places with different company characteristics but representing well-known restaurants in the Makassar area, namely McDonalds and Wong Solo. In this study using data collection techniques in-depth interviews with managers and crews to get a match of the answers and correctness of the data. The results of the research that show the young managers leadership style in corporate finance at McDonalds are more stringent because it is standardized by the Standard Operating Procedure of the Company, where the leadership style is questioned by the manager more to organizations engaged in permanent authority with no delegation regarding his leadership style. employees are always involved to attend to business agreements. The results showed that the managers leadership style in Wong Solo towards the performance of the crew prioritized not religion in it. All employees who work always discuss religious values in it.

Abstract
Abstract This article is motivated by the high interest of young people to be involved in dawah activities which have been driven by more senior citizens. Among the many influential mass organizations, Wahdah Islamiyah is a new oasis.This study aimed to determine 1) the roles of youth in the development of Islamiah Wahdah Movement in Makassar City 2) the opportunities and challenges of the youth in the development of the Islamiah Wahdah Movement in Makassar City.The method used in the study was the historical method which was divided into four stages, namely 1) the heuristics, i.e. the activity to gather or to collect the traces in the past, 2) the data criticism, i.e. the method to study the collected data with the purpose of achieving the validity and or the authenticity of the data. 3) the interpretation, i.e. the activity to explain, to analyze and then to draw a conclusion about the matters obtained, which was related to the facts either originated from books or documents of Islamiah Wahdah, 4) historiography, i.e. the steps to present the results of the interpretation of the historical facts and put them into a written form.The research results indicated that the roles of the youth in the development of Islamiah Wahdah Movement were in the scope of the physical activities, such as the assistances in the natural disaster, the care of the corpses, the blood donations, and other social actions, while the policy making is still in the authority of the elders in the Syuro Council. As for the development of the movement, the youth had the opportunities to involve in the technological utilities which were wider than the WI cadres, such as the maximization of the functions of social media (facebook, instagram, twitter, wa, and even websites and youtube). The challenge of the youth were their activities as students, the coming of feminism ideas, and the negative stigma related to WI and other Islamic Social Movement formed by the media.

Abstract
Abstract The development of creative economy in Indoensia is characterized by the participation of youth in the craft subsectors, one of which is the city of Makassar, it can be reviewed based on the involvement of youth in the creative craft sector and also the series of creative economic activities both organised by the government and private sector. This research aims to analyze the form of youth participation in the creative economy of craft subsector in Makassar City. This research used descriptive qualitative approach, the data were obtained through interview, observation and documentation. The Informants were determined purposively scattered in three sub-districts of Makassar: Manggala District, Biringkanaya District and Tamalanrea District. The techniques of data analysis were reduction, data display and verification/conclusion. The results of the research indicate that the form of youth participation in the creative economy of craft subsector in Makassar City involve: Planning Participation, youth participating in craft business planning, vision-mission design, recruitment or addition of human resources, product development and innovation, increased production, marketing management, financial statements, job desk distribution, and community empowerment. Implementation Participation, youth participate in carrying out creative business activities, run programs and business targets, initiate education and training services, be directly involved in creative economic activities, control the production and marketing processes, and conduct discussions in decision making. Utilization Participation, young people participate in utilizing the creative economy by developing creative business brands and products, expanding branding and business networks to maintain facilities and infrastructure, management evaluation and production activities, increasing individual insight, economic income and entrepreneurship experience, then community empowerment or activities social through creative economic activities.

Abstract
Abstract Indonesia is currently experiencing youth employment problems which are absorbed into the informal sector. This study aims to analyze the employment of youth in the informal sector. From the results of this study it was found that, young people who participated in the informal sector were motivated by the enthusiasm to try independently, be free and not under pressure from others. In addition, the informal sector is also in demand by youth because the informal sector is very easy to enter and flexible. To start a business in the informal sector also does not require large capital, so that in the informal sector the use of capital from personal savings is becoming increasingly common. The informal sector which has been categorized as a lower-class economic sector and the poor are now being cultivated and managed by a middle-to-high-educated middle class indicating a shift in the informal sector, where the informal sector is associated with uneducated poor people or low education. The sector which was once filled with uneducated residents is currently filled with middle-to high-educated residents as a result of the development of education which is not balanced by the development of employment.

Youth Potential in Developing Marine Tourism on Remote Island

Abstract
The research aims to find out 1) the types of marine tourism found in Balobaloang Island, 2) the youth potentials that found in Balobaloang Island. This research is mixed method by using qualitative approaches and quantitative approaches with sequential exploratory models. Data were analysed by using analysis model 3 A (attraction, amenity and accessibility) tourism product offering and Self-Perception Questionnaire which was processed using descriptive statistics and in-depth interviews. The time of this study began April until July 2019 in Balobaloang Island, Pangkep Regency. Research results show 1) In terms of attractions there are 11 remote islands in the Balobaloang Village area, 5 inhabited islands and 6 uninhabited islands which are potential to be used as marine tourism such as mangroves, beaches, snorkelling and diving spots, in terms of accessibility of the island is quite far from Makassar and Pangkep Regency even though the facilities and infrastructure available are still limited in this island. 2) Since 2014 until 2019 around 50 or 20,8% of youth aged 16-30 years from a total population of 240 young people work as employees on tourism industry in tourist areas of Labuan Bajo, Lombok, Bali and Raja Ampat. From the survey results of the youth potential of Balobaloang Island in the tourism sector, most of the 56.07% have a medium potential, while 66.37% of youth have a high potential. Tourist ship competencies have a good score of 46% and 40% have a medium score. Experience has a medium score of 38% and 41% of a high score. Leader competencies have a medium score of 34% and a high score of 44%. Social competencies have a high score of 74% and a medium score of 14%.
